Maryland Green Building Council - Membership
This departmental bill alters the membership of the Maryland Green Building Council
(MGBC) by removing the Secretary of Housing and Community Development or designee
and adding the Secretary of Labor or designee.
Fiscal Summary
State Effect: None. It is assumed that there is no net effect on expense reimbursements
by adding one member and removing another from MGBC. No effect on revenues.
Local Effect: None.
Small Business Effect: The Department of General Services (DGS) has determined that
this bill has minimal or no impact on small business (attached). The Department of
Legislative Services concurs with this assessment.
Analysis
Current Law: MGBC is charged with:
 evaluating current high-performance building technologies;
 recommending the most cost-effective green building technologies that the State
might consider requiring in the construction of State facilities;
 providing recommendations concerning how to expand green building in the State;
 developing a list of building types for which green building technologies should not
be applied; and
 establishing a process for receiving public input.
DGS provides staffing for the council, and the council must report annually on its activities
to the Governor and General Assembly.
Background: The Secretary of Housing and Community Development was included as a
member of MGBC in large part because the State’s Building Codes Administration was
located in the Department of Housing and Community Development. However,
Chapter 673 of 2018 transferred the Building Codes Administration to the Maryland
Department of Labor. DGS advises that it anticipates the same individual who had been
designated by the Secretary of Housing and Community Development to serve on the
council will continue to serve as the designee of the Secretary of Labor.
