bill (House, No. 4608) ought to pass.

An Act relative to the creation of an advisory group on minority workers and business
enterprises..
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. Notwithstanding the provisions of any general or special law to the
2 contrary, there shall be established an advisory group for the purpose of promoting and making
3 recommendations relative to the measures necessary for developing the business enterprises and
4 workforce necessary to support and achieve the goals for expanded participation of minority and
5 women workers and minority and women business enterprises on public construction projects.
6 The advisory group shall include 19 members and shall consist of: the commissioner of
7 Division of Capital Asset Management and Maintenance, or designee; the secretary of the
8 executive office of labor and workforce development, or designee; the executive director of the
9 Supplier Diversity Office, or designee; 1 member appointed by the chair of the Massachusetts
10 Black and Latino Caucus who shall serve as co-chairperson; 1 member appointed by the chair of
11 the Massachusetts Caucus of Women Legislators who shall serve as co-chairperson; 1 member
12 appointed by the Permanent Commission on the Status of Persons with Disabilities; the president
13 of the Massachusetts Building Trades Council, or designee; the president of the Associated

14 General Contractors of Massachusetts, or designee; the president of the Building Trades
15 Employers Association Northeast, or designee; the president of the Associated Subcontractors of
16 Massachusetts, or designee; the president of the Construction Industries of Massachusetts, or
17 designee; the president of the Utility Contractors Association of New England, or designee; the
18 president of the Massachusetts AFL-CIO, or designee; the president of the National Electrical
19 Contractors Association Greater Boston Chapter, or designee; the president of the Greater
20 Boston Plumbing Contractors Association, or designee; the president of the Massachusetts
21 Minority Contractors Association, or designee; the president of the National Association of
22 Women in Construction Boston Chapter, or designee; the president of the Massachusetts
23 Association of Community Colleges, or designee; and the executive director of the
24 Massachusetts Association of Vocational Administrators, or designee.
25 If a vacancy occurs on the advisory group, the advisory group may fill such vacancy. All
26 members of the advisory group shall serve without compensation.
27 The advisory group shall hold its first meeting within 6 months of the passage of this act
28 and shall convene no less than two times per year to discuss the measures necessary for
29 developing the business enterprises and workforce necessary to support and achieve the goals for
30 expanded participation of minority and women workers and minority and women business
31 enterprises on public construction projects. The advisory group may file a report with its
32 recommendations with the Joint Committee on Racial Equity, Civil Rights and Inclusion, the
33 Joint Committee on Labor and Workforce Development and the Joint Committee on State
34 Administration, together with any proposed legislation necessary to carry such recommendations
35 into effect.

36 The advisory group shall terminate three years after the passage of this act, except as
37 otherwise decided by a majority vote of the members.
