An Act Relative to the Creation of An Advisory Group on Minority Workers and Business
Enterprises.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. Notwithstanding the provisions of any general or special law to the
2 contrary, there shall be established an advisory group for the purpose of promoting and making
3 recommendations relative to the measures necessary for developing the business enterprises and
4 workforce necessary to support and achieve the goals for expanded participation of minority and
5 women workers and minority and women business enterprises on public construction projects.
6 The advisory group shall consist of 15 members, 1 of whom shall be the Commissioner
7 of Division of Capital Asset Management and Maintenance, or designee; 1 of whom shall be the
8 secretary of the executive office of labor and workforce development, or designee; 1 of whom
9 shall be appointed by the chair of the Massachusetts Black and Latino Caucus who shall serve as
10 co-chairperson; 1 who shall be appointed by the chair of the Massachusetts Caucus of Women
11 Legislators who shall serve as co-chairperson; the president or designee of the Massachusetts
12 Building Trades Council; the president or designee of the Associated General Contractors of
13 Massachusetts; the president or designee of the Building Trades Employers Association; the

14 president or designee of the Associated Subcontractors of Massachusetts; the president or
15 designee of the Construction Industries of Massachusetts; the president or designee of the Utility
16 Contractors Association of New England; the president or designee of the Massachusetts AFL-
17 CIO; the president or designee of the Massachusetts Minority Contractors Association; the
18 president or designee of the National Association of Women and Construction; the president or
19 designee of the Massachusetts Association of Community Colleges and the executive director or
20 designee of the Massachusetts Association of Vocational Administrators.
21 The advisory group shall convene no less than two times per year to discuss the measures
22 necessary for developing the business enterprises and workforce necessary to support and
23 achieve the goals for expanded participation of minority and women workers and minority and
24 women business enterprises on public construction projects. The advisory group may file a report
25 with their recommendations with the Joint Committee on Racial Equity, Civil Rights and
26 Inclusion; the Joint Committee on Labor and Workforce Development and the Joint Committee
27 on State Administration, together with any proposed legislation necessary to carry such
28 recommendations into effect.
