An Act to Elevate the Supplier Diversity Office to Ensure Equal Opportunity in State
Contracting.

S. 2937 is the Governor’s reorganization plan for the Executive Office for Administration and
Finance. The legislation is filed under Article LXXXVII of the Amendments to the Constitution
and its adoption is therefore subject to a limited time frame as well as not being open to
amendment by Committee or the General Court.
S. 2937 transfers the Supplier Diversity Office from the Operational Services Division and
establishes the Supplier Diversity Office as an independent agency within the Executive Office
for Administration and Finance.
The legislation is designed to empower the Supplier Diversity Office to be more responsive to
the needs of minority, women, veteran, service-disabled veteran, lesbian, gay, bisexual and
transgender, and disability--owned businesses, as well as small Massachusetts businesses, and
increase opportunities for these types of businesses to seek certification, information about
supplier diversity programs, training, technical assistance, and capacity--building services.
The Committee finds that the plan to transfer and elevate the Supplier Diversity Office will
improve the Commonwealth’s support for minority, women, veteran, service-disabled veteran,
lesbian, gay, bisexual and transgender, and disability--owned businesses and will likely benefit all
small businesses. For these reasons, the Joint Committee on State Administration and Regulatory
Oversight recommends the petition ought to be approved.
