of the mayor and city council) that the city of Medford be authorized to
utilize funds received from the surrounding community agreement entered
into between said city and Wynn MA LLC for the purposes set forth in the
agreement, reports recommending that the accompanying bill (House, No.
4645) ought to pass [Local Approval Received].

An Act authorizing the City of Medford to utilize funds received from the surrounding
community agreement entered into between the City of Medford and Wynn MA LLC for the
purposes set forth in the agreement.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. Notwithstanding any provision of the Massachusetts General Laws or any
2 general law, special law or regulation to the contrary, the City of Medford, through the Mayor of
3 the City of Medford, may, subject to appropriation, utilize and expend all funds received by way
4 of the Surrounding Community Agreement executed on April 11, 2014 between the City of
5 Medford and Wynn MA, LLC or its successors or assigns for the purposes that are set forth in
6 said agreement or as amended.
7 SECTION 2. Notwithstanding section 53 of chapter 44 of the General Laws or any other
8 general or special law to the contrary, there shall be a special fund to be known as the Wynn
9 MA, LLC Special Revenue Fund in the city of Medford. The city treasurer shall deposit into the
10 fund the revenue received by the city in connection with the Surrounding Community Agreement
11 executed on April 11, 2014 between the City of Medford and Wynn MA, LLC or its successors
12 or assigns for the purposes that are set forth in said agreement or as amended.

13 The mayor may, subject to appropriation, utilize and expend money from the special
14 fund for the purposes that are authorized by said agreement. The fund shall be maintained by the
15 city treasurer as a separate account and interest earned thereon shall be credited to and become
16 part of the separate account. If the Surrounding Community Agreement ceases to be in effect,
17 and all previously authorized appropriations have been paid out of the special fund, then any
18 remaining proceeds in the special fund shall revert to the general fund and may be appropriated
19 for any lawful purpose.
20 SECTION 3. This act shall take effect upon its passage.
