The bill also clarifies the responsibilities of storage operators, requiring them to install approved monitoring equipment and ensuring that they cannot tamper with these devices.
Additionally, the bill establishes that landowners will not assume any liability associated with carbon dioxide simply by virtue of their ownership or by entering into contracts for the use of their property for carbon dioxide-related activities. It also stipulates that the release from liability for landowners and other parties occurs upon the issuance of a certificate of completion for injection operations, with exceptions for noncompliance with regulations prior to that issuance. The Louisiana State Law Institute is tasked with making necessary technical changes to the definitions and cross-references in the law.
