Provides relative to certain officers, employees, and positions in the classified fire and police civil service
Present law provides for two fire and police civil services system, one for any municipality with a population of more than
13,000 and one for any parish, fire protection district, or municipality with a population between 7,000 and 13,000; provides
for the municipal fire and police civil service board in each municipality, parish, and fire protection district; provides
responsibilities of the Municipal Fire and Police Civil Service, State Examiner, and the local boards.
Proposed law requires the State Examiner maintain a statewide list for the following positions: entrance jailer, secretary to
the chief, departmental records clerk, and entrance classes for which the operation and maintenance of radio, alarm, or
signal systems is the primary duty. In addition, proposed law allows the State Examiner to schedule testing for these
positions in the same manner that the agency currently tests entrance for firefighters and entrance for police.

EXPENDITURE EXPLANATION
Proposed law will result in a minimal decrease in expenditures for the Office of State Examiner (OSE), Municipal Fire and
Police Civil Service by allowing the examiner to schedule testing for entrance jailer, secretary to the chief, departmental
records clerk, and entrance classes for which the operation and maintenance of radio, alarm, or signal systems is the
primary duty. Under current law, the agency is obligated to administer exams on behalf of the local municipal and police civil
service boards. Under proposed law, these exams would be incorporated into the exam schedule the State Examiner
currently uses for firefighters and police. Based on the current schedule, the State Examiner would give each exam six times
a year (a total of 30 tests) for a total cost of approximately $10,795. In FY 23, 87 tests were administered by the agency for
a total cost of approximately $31,298. Therefore, proposed law could result in a savings of approximately $20,503. If there
is demand for more than six exams a year, then the estimated savings may be less than anticipated.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure. OSE is funded through
revenues collected from a percentage of the gross direct insurance premiums received in the state by insurers doing
business in the state.
