EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. Proposed resolution
urges and request State Bond Commission, Division of Administration, and rate setting authorities to consider sewerage
system compliance status with the Louisiana Department of Health (LDH) and Louisiana Department of Environmental
Quality (LDEQ) and financial status with the legislative auditor as a component of their review process. All agencies report
that they expect the increased workload associated with proposed resolution to be minimal and should be able to absorb the
increase with existing resources.
REVENUE EXPLANATION
To the extent proposed resolution reduces the issuance of debt due to compliance status, proposed resolution may result in
an indeterminable decrease in fee revenue collected by the State Bond Commission (SBC). The potential loss in revenue is
indeterminable at this time.
To the extent proposed resolution influences sewerage systems to increase their rates to become compliant, rate setting
authorities may have an increase in fee revenues paid by systems. The potential increase in revenue is indeterminable at
this time but is likely to be miniscule.
