Provides relative to catalytic converter sales law
Proposed law requires persons who are licensed to sale or purchase catalytic converters also have either an occupational
license if it is required in the jurisdiction where the business is located or a transient merchant license; authorizes the
Louisiana Used Motor Vehicle Commission to issue a fine or penalty in certain circumstances; entitles licensees charged with
violating provisions of the catalytic converters sales law to a hearing and allows the commission to assess fines and penalties
to recoup the costs of the hearing; allows the commission to impose a civil penalty that does not exceed $2,000 for each day
of the violation on first offense and no more than $3,000 per day on second or subsequent violation.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. According to
representatives from the Louisiana Used Motor Vehicle Commission, proposed law provides clarifications for the transfers of
catalytic converters within the secondhand dealers provisions. The requirements and responsibilities of the commission
provided for in proposed law already exist under current law.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
