Purpose of Bill: This bill combines two existing scholarship programs for nursing and allied health students into a single
scholarship program for both types of students. In addition, this bill changes certain requirements of these scholarship
programs, including eligibility requirements.

EXPENDITURE EXPLANATION
The bill broadens the eligibility requirements for nursing and allied health scholarship programs, potentially
enabling hospital service districts that lacked eligible candidates to now award scholarships under the new
requirements. This may result in increased expenditures for these hospital districts to the extent that they
award more scholarships under the new eligibility requirements. However, the specific hospitals that may be
impacted and the extent of the impact is indeterminable at this time (due to the permissive nature of the bill
and other external factors such as number of applicants generated as a result of the bill).
An official with the St. Tammany Parish Hospital District indicated that the hospital may have challenges in awarding
scholarships under the current eligibility requirements due to a shortage of candidates who meet current requirements.
However, the official said that the eligibility requirements provided by the bill may increase the hospital's chances of finding
eligible candidates. This information implies the possibility that some hospital service districts may currently be unable to
award scholarships due to current eligibility requirements, but that the requirements provided by the bill may enable them to
do so. Hospitals that are in this position may see their expenditures increase as a result of this bill to the extent that they
award scholarships that would otherwise go unawarded.
