Present law (R.S. 15:572.1) creates the Board of Pardons and provides for its membership.
Present law (R.S. 15:572.1(E)) provides that four members of the board shall constitute a quorum
for the transaction of business, and all actions of the board shall require the favorable vote of at least
four members of the board.
Proposed law amends present law to provide that four of five members of the board shall constitute
a quorum unless only four members are present. Further provides that when only four members are
present, a favorable vote of at least three members is required for the board to take action.
