Provides relative to adverse childhood experiences and trauma-informed education
Proposed legislation requires the Department of Education (LDE) to create and annually implement pilot programs that
integrate adverse childhood experience education into early childhood education. Requires the program to include outreach
to the parents and legal guardians of children in early childhood centers, including information, education, and resources
about adverse childhood experiences and the effect such experiences have on early childhood education and the
manifestations of such experiences in adulthood and the intergenerational nature of such experiences in families. Allows
funds from the LA Early Childhood Education Fund to be used for such activities. Provides for definitions and reporting
requirements.

EXPENDITURE EXPLANATION
There may be increased statutory dedications expenditures from the LA Early Childhood Education Fund to the extent the
LDE incurs costs to create and implement pilot programs that integrate adverse childhood experience education and family
outreach into early childhood education; however, the LDE anticipates any tasks would be absorbed utilizing existing staff
and resources.
Per Act 353 of 2021, the LDE partnered with the Louisiana Department of Health to develop an online training module that
can be provided to additional recipients at no cost as well as other no cost resources. Costs to early childhood education
sites operated by local public school districts are indeterminable and based on costs for providing professional development
and existing structures for family communication and engagement.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
