Provides relative to supplemental pay
Proposed law makes changes to supplemental pay for municipal police officers as follows: (1) when computing the period of
service, include prior year service when a police officer has been employed on a full-time basis by an official law enforcement
agency and that prior year service has been certified; (2) warrants are approved and certified instead of being drawn; (3)
adds chiefs of police and marshals as officials who approve and certify warrants; (4) authorizes the board of review to
approve a warrant that does not include all required signatures; (5) replaces the terms "police officer", "officer", and
"municipal police officer" with the term "individual"; (6) adds six new members to the board of review from - LA Commission
on Law Enforcement and Administration of Criminal Justice, Council on Peace Officer Standards and Training (nonvoting), LA
Municipal Association, the state examiner of municipal fire and police civil service (nonvoting), LA City Marshals and City
Constables Association; Justice of the Peace and Constables Association (nonvoting); and (7) furlough due to a state of
emergency declared by a federal, state, parish, or municipal official shall not affect eligibility.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. Proposed law
provides updates to supplemental pay as follows: (1) increasing membership of the board of review from three to nine
members, (2) clarifies the period of service, (3) allows chiefs of police or marshals to approve the disbursement of
supplemental pay funds, and (4) expands eligibility to include furloughs. The Supplemental Pay Board of Review for
Municipal Police Officers does not receive per diem or travel reimbursements. Therefore, there is no expenditure impact as a
result of expanding the board of review. The proposed law does not increase expand eligibility for supplemental pay or
increase supplemental pay expenditures.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
