Provides relative to the creation of an online handgun education course
Proposed law creates the LA Firearm Safety Awareness Act that provides for an 2-hour online handgun education course by
the LA State Police at no cost to residents. Proposed law provides for the topics covered in the online course that shall be
divided into eight segments that are at least 15 minutes per segment. Proposed law provides online course in optional and
not a requirement for obtaining a concealed handgun permit as well as the online course shall not grant any person the right
to carry a concealed handgun.

EXPENDITURE EXPLANATION
Proposed law is estimated to increase state expenditures by at least $20,290 (assumed to be SGF) in the Office of State
Police within the Department of Public Safety (DPS) for programming changes to the Concealed Handgun system and an
indeterminable amount to develop a 60-minute education course as well as increase by an indeterminable amount to
maintain a searchable database of licensed handgun and firearm instructors.
The proposed law will require modifications to the State Police Concealed Handgun system. DPS indicates the proposed law
may require approximately 250 hours of overtime for the Information Services Section at an average cost of $80 per hour
($80 x 250 = $20,000) plus associated Medicare expenses ($20,000 x 1.45% = $290), or a total of $20,290. To develop the
60-minute online course, the department reports an indeterminable one-time expenditure for video production costs. Also,
the proposed law requires State Police to maintain an online database of all licensed handgun and firearm instructions to
allow the public can search for classes. Currently, the State Police maintains a report on their website listing all licensed
instructions. To the extent the existing State Police report does not address the requirements of this measure, there will be
an indeterminable increase within the department for developing and maintaining a searchable database.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
