Creates and provides for the Louisiana Outdoors Forever Program
Proposed law establishes the Louisiana Outdoors Forever Program within the Department of Wildlife and Fisheries (LDWF) for
the purpose of selecting and funding outdoor conservation projects in Louisiana. Proposed law provides for the composition
of a project selection board who will make the final decision on which projects will be funded under the program and a
technical advisory board who will receive and evaluate applications, based on eligibility requirements provided for in
proposed law, and forward assessments to the project selection board.
Proposed law creates the Louisiana Outdoors Forever Fund within the Conservation Fund to be used for administration of the
Louisiana Outdoors Forever Program and provide funding for outdoor conservation projects. LDWF shall administer the
program and fund and adopt rules and regulations necessary to implement the Louisiana Outdoors Forever Program.

EXPENDITURE EXPLANATION
Proposed law may result in a Statutory Dedication - Louisiana Outdoors Forever Fund expenditure increase to the Louisiana
Department of Wildlife and Fisheries (LDWF) to administer the Louisiana Outdoors Forever Program. LDFW reports that once
the Louisiana Outdoors Forever Program and the Louisiana Outdoors Forever Fund is approved and funded, the agency may
need additional personnel to administer the program. The department is unable to determine at this time whether additional
personnel is needed until the number and size of projects is determined. Once the boards are created and the program’s
criteria is developed, LDWF will be able to better estimate the administrative cost required to effectively administer the
program.
Proposed law creates the statutorily dedicated Louisiana Outdoors Forever Fund and directs LDWF to establish criteria to
determine which outdoor conservation projects should receive funding. Proposed law does not identify a recurring source of
revenue to be deposited into the fund, specifying it shall consist of all monies appropriated, granted, donated, or gifted for
the purposes of the program. To this end, proposed law does not create a material expenditure associated with the fund. The
LFO assumes that any monies deposited into the fund will require specific appropriation by the legislature.
Creating a new statutory dedication within the state treasury will result in a marginal workload increase for the Department
of Treasury, which can generally be absorbed within existing resources. However, to the extent other legislative instruments
create new statutory dedications, there may be additional material costs associated with the aggregate effort to administer
these funds. The Treasury performs fund accounting, financial reporting, banking, and custodial functions for 436 special
funds. When unable to absorb additional workload with existing resources, the Treasury anticipates that it will be required to
add one T.O. position at a total personnel services cost of approximately $73,000 plus approximately $2,450 for a one-time
purchase of new office equipment. These expenditures are assumed to be SGF in this fiscal note.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure. Proposed law creates
the Louisiana Outdoors Forever Fund that will fund the Louisiana Outdoors Forever Program.
