Provides relative to background checks of private training or driving instructor training schools or agencies
Under proposed law, the following are required to consent to, pass, and pay the cost of a criminal history records check
(background check) including fingerprints from the Department of Public Safety (DPS), Office of Motor Vehicles (OMV): (1)
the principal of the third-party examiner or tester seeking a contract with OMV to administer commercial and noncommerical
driving examinations; and (2) every person, whether current or prospective, engaged in the business of operating a private
driving instructor training school or agency or providing driving courses who has or is seeking a contract with or license from
OMV. Proposed law requires a background check for initial applications and renewals. Proposed law requires the
background check to be performed by the LA Bureau of Criminal Identification and Information within the Office of State
Police.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. The proposed law
codifies the current practice by the Office of Motor Vehicles of conducting criminal background checks on every person
working in private training and driving instructor schools or agencies, providing driving courses, and third-party examiners.

There is no anticipated direct material effect on governmental revenues as a result of this measure.
