Provides relative to the jurisdiction of the Central Community School System. (7/1/22)
Proposed legislation revises the district boundaries of the Central Community School System, removing the portion of the
district that lies west of the Comite River, outside of the Central city limit. Proposed legislation provides that any student
residing within the boundaries of the Central Community School System as defined prior to July 1, 2022 and who was
enrolled in the Central Community School System in the 2021-2022 school year may elect to remain enrolled in the system
until the student graduates or fails to remain continuously enrolled in the system.

EXPENDITURE EXPLANATION
The proposed legislation will likely decrease state costs to the Minimum Foundation Program (MFP) by an indeterminable
amount due to varying allocations between Central Community School System and East Baton Rouge Parish School System.
Local expenditures will be impacted due to shifting requirements for instructional and support services between the two
districts; these changes will increase over time.
The portion of the Central Community School System that the proposed legislation places outside of the system boundaries
is largely surrounded by District 2 of the East Baton Rouge Parish School System. According to the Central Community
School System, 249 students currently reside in this area. While these students are eligible to remain enrolled in the Central
Community School System, new students residing in this area will instead be enrolled in the East Baton Rouge Parish School
System.

REVENUE EXPLANATION
The proposed legislation will decrease property tax revenues for the Central Community School System and increase
property tax revenues for the East Baton Rouge Parish School System. The East Baton Rouge Parish School System
anticipates gaining approximately $223,000 in annual property tax revenue as a result of the proposed legislation, while the
Central Community School System anticipates a reduction of approximately $300,000 in annual property tax revenue. There
may be changes in the amount of other state and federal funding received by both schools; however, any such change is
indeterminable and expected to be minimal.

The proposed 2022-23 MFP budget letter projects $6,850 per pupil in state funding to the Central Community School System
and $4,381 per pupil in state funding to the East Baton Rouge Parish School System, a difference of $2,469. For illustrative
purposes, if the proposed legislation decreases the future enrollment of the Central Community School System and increases
the future enrollment of the East Baton Rouge Parish School System by 20 students each year, projected MFP funding will
decrease by $49,380 in FY 23 and by larger amounts in subsequent fiscal years.
The table below shows the approximate impact of this 20 student change in the enrollments of Central Community School
System and East Baton Rouge Parish School System on the 2022-23 state MFP cost. For context, the projected 2022-23 MFP
state cost allocation is $33.2 M for Central Community School System and $197 M for East Baton Rouge Parish School
System, excluding Level 4 allocations.
