Provides for the Blind and Visually Impaired Student's Bill of Rights
Proposed legislation converts the aspirations of current law to a series of directives to public schools. Requires public
schools and all publicly funded early intervention programs to provide specified services and opportunities to children who
are blind, visually impaired, or deaf-blind. These include: appropriate screening and assessment, individualized and
appropriate skills education, access to qualified teachers and appropriate learning materials, information on placement
options, parental involvement in developing an Individualized Education Program, full access to all programs in their
educational setting as well as full support services by qualified professionals, and access to comprehensive academics,
opportunities, and activities to meet and associate with their peers. Where possible, schools shall have deaf and hard of
hearing adults directly involved in determining the extent, content and purpose of all programs affecting the education of
these children. The Louisiana Department of Education (LDE) shall work with the districts to ensure technical assistance is
available.

EXPENDITURE EXPLANATION
There is no anticipated impact to expenditures of local school boards or publicly funded early intervention programs to meet
the mandates of providing the services and access for blind and visually impaired children required in the proposed
legislation. Federal law (IDEA) prescribes the DOE and local school systems’ responsibilities for students aged three through
21. For children aged birth to three, IDEA requirements are met by the Louisiana Department of Health (LDH) through
federally funded programs such as Early Steps. Children aged four and older are served by district schools. Head Start and
Early Head Start are early intervention programs funded primarily with federal funds which provide initial screening and
recommendations for children with disabilities and provide intervention services either directly or through other service
providers; all entities are already engaged in these activities.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
