Proposed legislation requires the Board of Elementary and Secondary Education (BESE), in consultation with the Department
of Health (LDH) to develop guidelines for in-service training in recognizing the signs and symptoms of adverse childhood
experiences (ACE) and utilizing trauma-informed educational practices to address student needs resulting from these
experiences. The training shall apply to all public and approved nonpublic school teachers, school counselors, principals, and
other administrators for whom the training is deemed beneficial. At least one hour of in-service training per year is required.
The in-service training shall be provided on a day that other types of in-service training will be provided in accordance with
the school calendar adopted by each public school governing authority. Effective upon governor's signature.

EXPENDITURE EXPLANATION
There will be increased SGF costs for the Department of Health (LDH) to train Adverse Childhood Experience (ACE)
Educators at all local school districts and approved nonpublic schools. The costs will be $160,400 in the first year of
implementation and $209,700 in each subsequent year.
Because the LDH Bureau of Family Health currently operates the ACE Educator Program, it is assumed that the proposed
legislation will be implemented through an expansion of that program. In order to train a minimum of 2 to 3 ACE Educators
per district, LDH estimates it will need to add 2 ACE Coordinator Program Monitors. LDH estimates that the salary ($72,000
per position per year), related benefits ($21,600 per position per year), and operational costs ($22,500), including travel
and supplies, will cost $160,400 for 9 months in FY 22 and $209,700 per year thereafter.
Proposed legislation requires all in-service training associated with the proposed legislation to be provided on a day in which
other types of in-service training are provided by districts. Accordingly, there are no anticipated costs to districts associated
with the in-service training.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
