Establishes requirements concerning reports of abortions performed or induced
Proposed law requires the Louisiana Department of Health to provide copies of all abortion reports to the Department of Children and
Family Services and Attorney General in which a minor pregnant woman under the age of 13 received an abortion. Proposed law requires
a hospital licensed by LDH to submit a report to the department on patients who present for treatment in the emergency department as a
result of complications after an abortion. Proposed law requires LDH, in consultation with the Louisiana State Board of Medical Examiners,
to jointly promulgate rules regarding the electronic coding, reporting, and tracking of complications after any abortion that is treated at a
hospital. Proposed law requires the report to include the following, if known: the date of the abortion, the anme and address of the
facility where the abortion was performed or induced, the nature of the abortion complication diagnosed or treated, and the name and
address of the facility where the post-abortion care was performed. Each facility subject to these requirements shall ensure a staff
member of the facility attempts to obtain the information required in this measure. The report shall be submitted on a form created by
LDH and LDH shall publicly report aggregate data annually by facility where the abortion was performed or induced.

EXPENDITURE EXPLANATION
The Office of Pubic Health currently collects reports of induced termination of pregnancy and publishes reports based on
certain data contained in those reports. This measure requires certain additional data to be collected and added to these
reports. The collection and reporting of this additional data is not anticipated to result in any additional expenditures of LDH.
The LSBME indicates a projected increase in IT system and maintenance costs ($137,000 in FY 22) to the extent the board is
responsible for the collection and reporting of the specific data required under this measure, however the costs will be
mitigated if the board serves only in an advisory role to LDH.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
