Requires instruction regarding World War II and the Holocaust for middle and high school students and training for teachers
relative to such instruction
Proposed legislation requires each public school governing authority to provide age and grade appropriate instruction on the history of
World War II and the Holocaust to each public school student in grades 9 through 12. Instruction must include the role played by African-
American and Asian-American soldiers in defeating the Third Reich and liberating Nazi concentration camps, as well as the internment of
Japanese Americans in the United States during World War II. Instruction should be integrated into the existing curriculum. Proposed
legislation requires the incorporation of teacher training regarding such instruction into the existing in-service training program for those
teachers responsible for the instruction. Requires public school governing authorities to make available to its schools the free curriculum
from the National WWII Museum in New Orleans. Effective upon governor's signature.

EXPENDITURE EXPLANATION
There may be additional costs and workloads associated with providing instruction to students or in-service training to
teachers on World War II and the Holocaust to the extent existing curricula must be modified in order to do so.
The Department of Education (LDE) reports that World War II and the Holocaust are already listed in existing content
standards. These standards also require an examination of the role of minority groups in the military and how it changed
their status in society. If the instruction is only provided to students in relevant history and social studies courses, there will
not be increased costs to local schools. However, if the instruction must be provided each year to students in grades 9
through 12, schools may have to provide instruction to students who are not enrolled in relevant courses through other
means. The methodology that each district and school may choose to accomplish this is speculative, but the LFO assumes
this may be achieved through no- or low-cost modifications to existing curriculum during annual content review and
revisions.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
