Provides relative to permanent placement of children in custody of the state. (gov sig)
Proposed law provides that DCFS shall conduct a diligent search for adult relatives of the child and for persons with a
significant relationship to the child no later than 30 days from the date the child was taken into custody. Proposed law defines
a diligent search. Proposed law provides that the court may excuse DCFS from considering a relative as a placement if the
relative fails to demonstrate a willingness to provide a permanent home for a child. Proposed law provides that in certain
circumstances when a child under age 6 has been living in a stable home environment for the past 9 months, the court may
find that removing the child from its current caregiver would be detrimental to the child’s well-being. Proposed law provides
that upon such finding, that except in certain circumstances, DCFS shall not make any change in placement absent prior
written notice to the court.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. The bill provides for
procedures related to DCFS conducting a diligent search for adult relatives for children in their custody. DCFS currently
conducts a diligent search for adult relatives; therefore, the procedures provided in proposed law are not anticipated to
impact costs.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
