Increases the number of commissioners for the presidential preference primary election
Under present law, statewide presidential preference primary elections require one commissioner-in-charge and two
commissioners per precinct. Proposed law repeals present law. Proposed law requires statewide presidential preference
primary elections to have the same number of commissioners as gubernatorial and congressional elections, which is four
commissioners for precincts with more than 300 active registered voters and three commissioners for precincts with 300
active registered voters or less. Proposed law is effective 2/1/23.

EXPENDITURE EXPLANATION
Proposed law will increase SGF expenditures by $1,449,000 in FY 25 within the Secretary of State. The proposed law
increases the number of election commissioners required for presidential preference primary elections from two (2)
commissioners to four (4) commissioners in precincts with over 300 active registered voters and to three (3) commissioners
in precincts with 300 or fewer active registered voters. The Secretary of State (SOS) reports this provision will impact 3,921
precincts (3,324 precincts with over 300 registered active voters and 597 precincts with 300 or fewer registered active
voters). Presidential preference primary elections are held every 4 years with the next election scheduled for Tuesday,
November 5, 2024.
Proposed Law FY 25 Expenditures
3,324 precincts x 2 additional commissioners x $200 per day = $1,329,600
597 precincts x 1 additional commissioner x $200 per day = $119,400
Total $1,449,000
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
