Requires specified members of the parish board of election supervisors to complete annual training relative to the
preparation for and conduct of elections
Proposed law provides that members of Parish Board of Election Supervisors, except the Registrar of Voters or the Clerk of
Court, shall complete annual training on conducting elections. Proposed law excludes Registrar of Voters and Clerk of
Courts. Under proposed law, the training shall be prepared by the Secretary of State and approved by the Attorney General.
Proposed law is effective 1/1/22.

EXPENDITURE EXPLANATION
Proposed law will create a minimal expenditure impact to the Secretary of State (SOS) to provide annual training to
members of the Parish Board of Election Supervisors except the Registrar of Voters or Clerk of Court. SOS will provide the
annual training through written training guides and a training video. To implement the proposed law, SOS reports a total
cost of $9,220 SGF in FY 22 for developing and producing the training video ($8,470) and training manuals ($750). In
subsequent fiscal years, SOS anticipates expenditures for only updating training manuals ($750). SOS reports developing
and producing a training video as well as preparing annual training manuals can be accomplished utilizing existing resources
and budget authority.
Proposed law requires the Attorney General to approve all training prepared by the SOS. The Attorney General reports no
impact on expenditures as a result of this measure.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
