Provides relative to Missing Angel Certificates issued by the state registrar of vital records
Present law provides that the state registrar shall place a certificate of stillbirth on a form approved by the state registrar for
each spontaneous fetal death that occurs in this state. Proposed law revises present law to designate that a certificate of
stillbirth shall be recognized as the Missing Angel Certificate for each spontaneous fetal death that occurs in this state.
Present law designates that a certificate of stillbirth shall be provided by the vital records registry upon the request of the
parent or parents of a stillborn child. Proposed law provides that the Office of Public Health shall designate the placement of
the Missing Angel Certificate on the publicly available ordering forms for birth and death certificates and on any successor
forms provided by present law.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. LDH currently
provides a certificate of stillbirth upon request of the parent. This bill only requires the name of the certificate to be changed
to the Missing Angel Certificate. LDH indicates that updates to the certificate ordering form can be made internally at no
additional cost to the department.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
