Proposed legislation allows an offender to earn an additional 90 days of credit towards the reduction of the projected good
time parole supervision date upon earning a bachelor’s degree or master’s degree while incarcerated.

EXPENDITURE EXPLANATION
There will be an indeterminable decrease in SGF expenditures to the Department of Public Safety & Corrections Services -
Corrections Services (DPS&C) to the extent that offenders take advantage of the opportunity to earn an additional 90 days
of credit towards good time. DPS&C would save $2,375 ($26.39 per offender/day x 90 days) per offender in local housing or
$6,062 ($67.36 per offender/day x 90 days) per offender in a state facility for each offender that takes advantage of this
new program.
REVENUE EXPLANATION
The proposed legislation may result in an indeterminable increase in self-generated revenue as a result of offenders earning
additional good time credits, thus being released into parole supervision. For each offender that is released to parole at an
earlier date, the department collects up to $63 per month from each offender under parole supervision. It should be noted
that the offender’s ability and amount required to pay is determined by the Board of Parole.
