HB 86 Engrossed 2020 Second Extraordinary Session Cormier
Decreases the FY 2020-2021 appropriation from the Medical Vendor Payments Program in the
Louisiana Department of Health by ($220,000) of State General Fund (Direct) and increases the
budget authority for the Board of Regents by the same amount for the purposes of purchasing
mechanical chest compression devices for the following post-secondary education institutions:
(1) Grambling State University.
(2) Louisiana State University.
(3) Louisiana Tech University.
(4) McNeese State University.
(5) Nicholls State University.
(6) Northwestern State University.
(7) Southeastern Louisiana University.
(8) Southern University.
(9) University of Louisiana at Lafayette.
(10) University of Louisiana at Monroe.
(11) University of New Orleans.
Requires the devices purchased with these funds to be capable of performing a 50% compression-
decompression duty cycle. Further requires each institution that receives a device to maintain the
device at its athletic training offices or facilities on its campus. Requires athletic staff to transport
the device to "home games". Establishes procedures for the event that more than one "home game"
is occurring simultaneously on campus.
Effective upon signature of the governor or lapse of time for gubernatorial action.
Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Appropriations to the original
bill:
1. Change funding source from the La. Main Street Recovery Fund to the Medical Vendor
Payments Program in the La. Department of Health.
2. Require the purchased devices to be capable of performing a fifty percent compression-
decompression duty cycle.
3. Require receiving institutions to maintain the device at their athletic training facilities
and to transport the device to "home games". Establish procedures for the event that
more than one "home game" is occurring simultaneously on campus.
