Authorizes the payment of additional compensation to certain election officials for elections held within a certain period
following a gubernatorially declared emergency (Item #5)
For elections held within one year following the date of the issuance of any gubernatorial declaration of an emergency,
proposed law authorizes the secretary of state, upon application of a parish board of election supervisors, to approve an
additional payment of up to $100 per election to election commissioners and deputy custodians and up to $100 for each day
of assistance to early voting commissioners and board commissioners.

EXPENDITURE EXPLANATION
Proposed law may increase SGF expenditures by a maximum amount of $6,334,500 within the Secretary of State (SOS) in
FY 21 as the result of paying an additional $100 to specific commissioners and deputy parish custodians as well as IT
programming changes. For elections held within one year following a gubernatorial declaration of an emergency, upon
application of a parish board of election supervisors, proposed law authorizes, but does not require, the SOS to pay up to
$100 per election as additional compensation to election commissioners and deputy parish custodians and up to $100 per
day of assistance to early voting commissioners and board commissioners. The proposed law may have a maximum SGF
expenditure cost of $6,262,500 if the SOS pays $100 additional compensation for all four elections in FY 21 to all eligible
parishes. To the extent the SOS pays a compensation amount of less than $100, or to the extent not all parish board of
election supervisors apply, the expenditures will be reduced accordingly.
Based on the October 2019 gubernatorial election, the SOS projects 18,286 election commissioners and deputy custodians
would receive up to $100 additional compensation per election and 462 early voting and board commissioners would receive
up to $100 additional compensation per day under this measure at an average cost of $2,087,500 per statewide election and
the cost for non-statewide elections to be half the cost of statewide elections at $1,043,750. To implement proposed law,
the SOS anticipates one-time expenditures of $72,000 for IT program development changes to the Election Registration and
Information Network (ERIN) system to properly account for the additional pay (720 programming hours x $100 per hour).
Below is a projected breakdown of costs per fiscal year:
FY 21 - $6,262,500 = 2 statewide elections (2 x $2,087,500) and 2 non-statewide elections (2 x $1,043,750)
*FY 22 - $4,175,000 = 4 non-statewide elections (4 x $1,043,750)
*FY 23 - $6,262,500 = 2 statewide elections (2 x $2,087,500) and 2 non-statewide elections (2 x $1,043,750)
*FY 24 - $7,306,250 = 3 statewide elections (3 x $2,087,500) and 1 non-statewide elections (1 x $1,043,750)
*FY 25 - $6,262,500 = 2 statewide elections (2 x $2,087,500) and 2 non-statewide elections (2 x $1,043,750)
*Note: This fiscal note assumes the current gubernatorial declaration of emergency will expire by June 30, 2021. Therefore,
expenditures in FY 22 and subsequent fiscal years are potential costs contingent on a separate gubernatorial declaration of
emergency or continuance of the existing declaration.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
