Provides for remote operations of the legislature during a gubernatorially declared state of emergency. (gov sig) (Item #25)
The proposed law provides that the legislature may meet and transact business via electronic means during a gubernatorially
declared state emergency or disaster that would cause a meeting of the legislature to be detrimental to the health, safety or
welfare of the public. It further provides that at least 24 hours prior to a meeting held by electronic means its notice and
agenda for the meeting, and detailed information regarding public participation must be posted on the legislative website
and distributed upon request. Each meeting conducted shall provide a mechanism to receive public comments electronically
both prior to and during the meeting, and maintain all public comments in its record of the meeting.

EXPENDITURE EXPLANATION
There will be an indeterminable impact to SGF expenditures of the legislature to the extent they hold public meetings via
teleconference. The impact on expenditures will depend upon the technology utilized in the Capitol Building and other
remote sites around the state, and whether there is a need to acquire and/or update technology infrastructure to allow for
teleconferencing or video conferencing. Factors affecting the cost of teleconferencing or video conferencing include the
number and length of concurrent meetings; how often utilized; number of remote locations and whether they are
predefined, configured and shared, or whether these remote locations can be anywhere; video quality; degree of device
independency; level of security, IT support and ADA compliance and captioning.
Note: There will likely be some cost savings as travel expenses may be reduced as a result of the ability of legislators to
participate in meetings via electronic means. The mileage reimbursement is currently $0.575 per mile. If meetings were
held 100% through remote operation, other incidental and incremental costs incurred to provide physical security and other
support activities when the capitol is utilized for a legislative session may also be lessened.
The LFO is unable to quantify the net expenditure impact due to the number of components associated with a remote
operation of the legislature that are unknown.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
