Directs the La. Department of Health and Department of Veterans Affairs to implement policies for the health and safety of
long-term care facility residents
Directs the La. Department of Health and the Department of Veterans Affairs to implement certain mandates to protect the
health and safety of long-term care (LTC) facility residents. These mandates include: (1) follow CDC protocol for COVID-19
testing for employees and residents at LTC facilities (2) maintain a web platform that contains COVID-19 data for LTC
facilities (3) provide CDC recommended isolation protocols to LTC facilities (4) issue care coordination protocols to facilities
regarding moving residents to an acute care setting (5) disseminate dementia care standards (6) require LTC facilities to
address social isolation, ensuring that dementia patients are able to communicate with family (7) establish a process for
stakeholders to communicate issues and implement solutions.
Provides that mandates shall be implemented as long as the department accepts state and federal funding to address the
COVID-19 pandemic.

EXPENDITURE EXPLANATION
LDH and the Department of Veterans Affairs indicate that they are currently following CDC guidelines for testing employees
and residents at its LTC care facilities; therefore, implementation of this measure is not anticipated to generate additional
testing costs. Currently, employees at state-operated LTC care facilities are tested weekly. Upon a positive result of an
employee, residents are tested. The cost of testing, which is approximately $100 per test, is being paid for by OPH with
$190M in federal funds from the Paycheck Protection Program and Health Care Enhancement Act. For informational
purposes, the 6 state-operated LTC care facilities house 706 residents and have 948 authorized positions.
LDH indicates that they will issue alerts through its Health Alert Network and update its administrative rules, as needed, to
direct LTC facilities to follow CDC guidelines related to care coordination, dementia care standards, and social isolation of
residents. Issuing alerts and rulemaking is a standard process in LDH operations, and any associated costs can be absorbed
through its existing budget.
Note: Costs associated with testing in private LTC facilities is charged to a variety of payers, including private insurance and
OPH with federal funds from the Paycheck Protection Program and Health Care Enhancement Act.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
