Abstract: Requires all fiscal notes to be requested in writing and requires the legislative officer
responsible for preparing the note to include the name of the person who requested the fiscal
note on the face of the fiscal note.
Present Joint Rule requires certain specified legislative instruments to have a fiscal note attached to
it prior to its consideration by any committee of either house, unless the committee otherwise
decides, and prior to its consideration on final passage in either house. Present Joint Rule further
provides that a fiscal note shall not constitute a part of the law proposed by the measure to which it
is attached and may be requested by the chief clerical officer of either house, the author of the
instrument or amendment, or the chairman of the appropriate legislative committee
Proposed Joint Rule further requires all requests for a fiscal note to be made to the appropriate
legislative officer in writing. Further requires the legislative officer responsible for preparing the
note to include the name of the person who requested the fiscal note on the face of the fiscal note.
Otherwise retains present Joint Rule.
