Provides relative to the creation of the certified shorthand reporters fund (Items #10 and #11)
Proposes to increase fees for the Board of Examiners of Certified Shorthand Reporters. Increases the fee for reinstatement
of a suspended or revoked certificate for a delinquent period of up to one year from not exceeding $25 to not exceeding
$100; increases the fee for a delinquent period of up to two years from not exceeding $100 to not exceeding $200; and
increases the fee for a delinquent period of two years or more from not exceeding $200 to not exceeding $250. Also
increases the following fees: 1) fee for issuance of a reciprocal certificate without examination from not exceeding $125 to
not exceeding $250; 2) fee for annual renewal of a certificate from not exceeding $125 to not exceeding $175; and 3) fee
for issuance of a new certificate from not exceeding $125 to not exceeding $250. Also creates the “Board of Examiners of
Certified Shorthand Reporters Fund” within the state treasury. Disbursements from the fund are authorized by a majority of
the board. The fund will terminate on January 1, 2021.
Effective August 1, 2020.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure.
REVENUE EXPLANATION
There will be an increase to the revenues of the statutorily dedicated fund (Board of Examiners of Certified Shorthand
Reporters Fund) as a result of the fee increases. The Louisiana Board of Examiners of Certified Shorthand Reporters (Board)
collected $150,825 in fees for FY 19. Assuming the Board collects the same types of fees in FY 21, it will collect up to
$215,500 for an increase in revenue of $64,675. The Fund will terminate on January 1, 2021 and all future fee collections
will be classified as self-generated revenue and deposited into the Board’s operating account.
