MTR VEHICLE/LICEN PLATES: Creates the "LSU National Champions" specialty
license plate

Proposed law requires that the Dept. of Public Safety and Corrections, office of motor
vehicles, issue a special prestige license plate to be known as the "Louisiana State University
National Champions 2019" license plate upon the signing of a contract with LSU.
Proposed law specifies that the plate is restricted to use on passenger cars, pickup trucks,
recreational vehicles, motorcycles, and vans.
Proposed law requires that the secretary work in conjunction with La. State University Bd.
of Supervisors to select the color and design of the plate and requires that the year "2019" be
displayed on the plate.
Proposed law specifies that the plate will be issued, upon application, to any citizen of the
state in the same manner as any other motor vehicle license plate.
Proposed law requires that the department collect an annual fee of $50 in addition to the
standard motor vehicle license tax imposed by present law and a handling fee of $1.00 for
each plate to be retained by the department to offset a portion of administrative costs.
Proposed law requires that the annual fee be collected by the department and forwarded to
LSU to be used for academic and financial need based scholarships and shall be considered
a charitable donation to LSU.
Proposed law requires that the secretary promulgate and adopt rules and regulations as are
necessary to implement the provisions of proposed law.

1. Provides for written consent of applicant to the Department of Public Safety
and Corrections to provide applicants name, address, and birth date to LSU.
2. Removes the royalty fee of $25 for the license plate and provides for an
annual fee of $51 for the license plate and removes the provision that the
department shall receive a handling fee of $3.50 for each plate.
3. Provides that $50 of the fee shall be forwarded to LSU and used for need-
based scholarships.
4. Provides that the department shall receive $1 of annual fee to offset
administrative costs.

5. Provides that upon signing a contract with LSU to use the logo, the
department shall establish the "LSU National Championship Plate 2019".
