Provides for teleconferencing of public bodies under certain circumstances. (gov sig)
Authorizes all public bodies to hold public meetings by audio or visual teleconference in the case of a catastrophe and/or
declared state of emergency and where timely action on issues is necessary. Further authorizes participation in meetings by
teleconference for legislative bodies during a declared state of emergency. Allows members to be counted for quorum
purposes if participating via teleconference; and provides for the method of voting on legislation and/or resolutions through
teleconference.
Effective upon Governor’s signature.

EXPENDITURE EXPLANATION
There will be an increase in expenditures to the state and local entities to the extent they choose to hold public meetings via
teleconference. Proposed legislation would affect state government and agencies; local municipalities and/or other political
subdivisions; school boards; port commissioners; boards of publicly operated utilities; planning, zoning, and airport
commissions; and other boards and commissions. Entities may experience increased costs to acquire and update technology
infrastructure to allow for teleconferencing. Potential increases are indeterminable at this time and will vary by entity based
upon the existing infrastructure and resources of each entity.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
