Amend various sections of KRS 148.258 to 148.320 to reorganize the Kentucky Horse Park and the duties and functions of the commission; create new sections of KRS 148.258 to 148.320 to establish methods for procurement and authorize the issuance of revenue bonds.

Summary of Amendment: House Committee Substitute 1

Summary Retain original provisions, except add a definition of "emergency"; replace the president of VisitLex with the mayor of Lexington and the executive director of the Georgetown/Scott County Tourism with the Scott County judge/executive as members of the Kentucky Horse Park Commission; delete provisions relating to the Kentucky Horse Park Commission's ability to create special accounts; delete the newly created sections relating to the Kentucky Horse Park Commission's authority to conduct procurements and promulgate administrative regulations to establish procurement procedures and to issue revenue bonds; amend KRS 45A.095 to conform.
