Summary of Original Version

Create a new section of KRS 61.870 to 61.884 to require all 911 communications pertaining to law enforcement be open records; require any public agency, including any law enforcement agency, county attorney, or Commonwealth's attorney that has obtained any records pertaining to any 911 communication in an ongoing investigation or administrative adjudication to release all relevant information pertaining to the 911 communication on its Web site; require any body camera footage relating to the 911 communication be released on the agency's Web site within 14 days, and all other records relating to the 911 communication within 3 days; require an agency to state reasons it cannot release relevant 911 records on its Web site, if it cannot do so within the required timeframe, and provide a date the information will be made available; amend KRS 17.150 to require any 911 records to be used in a prospective law enforcement action be released on an agency's Web site; repeal, reenact, amend, and renumber KRS 61.168 as 61.8747 to allow an agency to redact any body-worn camera recordings containing certain video or audio footage; require any body-worn camera recordings involving 911 communications pertaining to law enforcement to be uploaded on an agency's Web site; permit a person, entity, or personal representative of a person or entity directly involved in an incident contained in a body-worn camera recording to view the footage on the agency's premises or request and obtain a copy of the footage; repeal, reenact, amend, and renumber KRS 61.169 as 61.8748 and make conforming changes;
