Amend KRS 15.391 to amend the definition of "professional malfeasance" and "professional nonfeasance"; add grounds for the revocation of peace officer certification; provide that the council may impose any reasonable condition upon the reinstatement of certification and provide subpoena power to the council; amend KRS 15.392 to remove reference to KRS 15.386; create a new section of KRS Chapter 15 to allow law enforcement agencies to make an offer of conditional employment pending an investigation into the applicants certification status and former employment conduct; create a new section of KRS Chapter 15 to require the Kentucky Law Enforcement Council to provide information on an officer's certification status to an out-of-state law enforcement agency.

Summary Retain original provisions; amend KRS 15.440 to remove the requirement that all mandatory training obligations must be completed for peace officers with certain law enforcement experience; amend KRS 15.382 to require that peace officers qualified for basic training credit meet minimum qualifications; amend KRS 15.386, 15.388, 15.392, and 15.400 to establish the procedure for certification reporting of peace officers who have certain law enforcement experience; amend KRS 15.404 to waive the requirement for completing a basic training course within one year of employment for those peace officers who have received a basic training credit approved by the Kentucky Law Enforcement Council.
