Summary Propose to repeal existing Sections 36, 42, and 55 of the Kentucky Constitution to eliminate the existing dates by which the General Assembly must adjourn in any regular session; propose new sections of the Kentucky Constitution to establish that no regular session of the General Assembly shall extend beyond 30 legislative days in odd-numbered years or 60 legislative days in even-numbered years; establish that the General Assembly may be convened upon a Joint Proclamation of the President of the Senate and the Speaker of the House for no more than 12 legislative days annually; establish that no Act of the General Assembly shall become law until July 1 of the year passed, or 90 days after passage, or as otherwise provided by the Kentucky Constitution; provide ballot language; and submit to voters for ratification or rejection.
