SUBJECT: Fiscal Note for HB 2540 by Representative Wasinger
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2540 is
respectfully submitted to your committee.
HB 2540 would exempt the practice of hair removal by sugaring from the definition of
cosmetology. “Sugaring” would be defined as a method of temporary hair removal from the body
by use of a paste made from sugar, lemon and water, or its equivalent, to pull hair from follicles.
The Department of Health and Environment would be required to add sugaring to its
brochure on infection control techniques. The brochure would also contain a self-test with
questions on the information contained in the brochure. An individual engaged in sugaring would
be exempt from the practice of cosmetology and would complete the self-test available at location
the where the individual is braiding hair or threading.
The Board of Cosmetology indicates HB 2540 would not have a fiscal effect because the
agency knows of only one individual that has approached the Board to practice sugaring. The
Department of Health and Environment indicates it would use existing epidemiology staff to fully
understand different methods of sugaring, to evaluate the opportunities for infectious diseases to
be transmitted during the sugaring services, and to research and recommend appropriate infection
control measures in consultation with staff from the Board of Cosmetology. In addition, costs
associated with updating the brochure would be handled within the Department’s existing
resources. Any fiscal effect associated with HB 2540 is not reflected in The FY 2025 Governor’s
Budget Report.
