SUBJECT: Fiscal Note for SB 346 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 346 is
respectfully submitted to your committee.
SB 346 would restrict who could request zoning changes to the property owner only,
preventing cities and counties from rezoning property.
The League of Kansas Municipalities indicates that SB 346 would have a fiscal effect on
cities and would have an effect on local government at the city and county level as a result of
exempting some property taxes, but is unable to estimate the fiscal effect on revenue.
Kansas Association of Counties indicates that SB 346 could result in hurdles to re-zoning
property for development purposes, which could hinder projects and leave land under-developed.
