SUBJECT: Fiscal Note for SB 273 by Senate Committee on Assessment and Taxation
In accordance with KSA 75-3715a, the following fiscal note concerning SB 273 is
respectfully submitted to your committee.
SB 273 would repeal the zoning and planning authority for cities in the three-mile area
extending from the city boundaries, giving county planning commissions the authority to regulate
such areas instead.
The League of Kansas Municipalities indicates that enactment of SB 273 would increase
expenditures for cities, but the fiscal effect is unknown. According to the Kansas Association of
Counties, enactment of SB 273 could increase labor costs for county planning commissions, as
there would be an expansion of unincorporated areas to regulate.
