Brief*
HB 2418, as amended, would abolish the following acts,
boards, and commissions on July 1, 2023:
● Study Commission for the Consolidation of Kansas
City, Kansas, and Wyandotte County;
● Consolidation Commission of Topeka, Kansas, and
Shawnee County;
● Study Commission for the Consolidation in Greeley
County;
● State Emergency Response Commission;
● Transportation Vision Task Force;
● Persian Gulf War Veterans Health Initiative Act;
● Kansas Export Finance Act;
● Community Strategic Planning Assistance Act;
● Natural and Scientific Areas Advisory Board;
● Public Finance Transparency Board;
● Kansas Film Services Commission;
● Kansas Bioscience Authority;
● KAN-ED Act; and
● Kansas Department of Health and Environment
Advisory Committees.

Background
The bill was introduced in the House Committee on
Appropriations at the request of Representative Waymaster.
[Note: During the 2022 Interim, the Special Committee
on State Employee and Board Member Compensation
received written testimony detailing the boards and
commissions within the State that have not met recently.]

House Committee on Appropriations
In the House Committee hearing on March 16, 2023,
written-only proponent testimony was provided by the
President of the State Board of Regents, expressing support
for repealing the associated statutes and stating the
Legislature has already decommissioned KAN-ED.
Representatives of the Kansas Chiropractic Association
and Kansas Medical Society submitted written-only
opponent testimony, indicating the bill would abolish
committees and councils within the State Board of Healing
Arts (Board) that are currently in use.
A representative from the Board provided neutral
testimony, requesting the committees and councils within the
Board to be excluded from the bill because they are currently
used to investigate complaints related to a healthcare
professional’s compliance with applicable practice acts and
provide healthcare professional input to the applicable
practice acts and regulations. The representative indicated
the Board takes no position on the remaining provisions of
the bill.
On March 23, 2023, the House Committee amended the
bill to exclude the following committees and councils:
● Podiatry Review Committee;
● State Board of Healing Arts Review Committees;

● Contact Lens Advisory Council;
● Naturopathic Advisory Council; and
● Special Education Funding Task Force.
Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, as introduced, enactment of the bill
would have a fiscal effect only on the Board. The Board
indicates enactment of the bill, as introduced, would require
$710,180 in expenditures and an additional 1.0 FTE position
for fiscal year (FY) 2024 to compensate for the absence of its
review committees. Of that amount, $648,000 would be
allocated to pay three healthcare professionals to investigate
complaints at a rate of $300 per hour. Additionally, the Board
would allocate $53,980 and 1.0 FTE position to hire an
Administrative Specialist, and the remaining $8,200 would be
allocated for operating expenditures. Any fiscal effect
associated with enactment of the bill is not reflected in The
FY 2024 Governor’s Budget Report.
[Note: The bill, as amended, excludes review
committees and councils within the Board from being
abolished, which would eliminate the estimated fiscal impact
of the bill.]
