The Honorable Mike Thompson, Chairperson
Senate Committee on Federal and State Affairs
300 SW 10th Avenue, Room 144-S
Topeka, Kansas 66612
Dear Senator Thompson:
SUBJECT: Fiscal Note for SB 218 by Senate Committee on Federal and State Affairs
In accordance with KSA 75-3715a, the following fiscal note concerning SB 218 is
respectfully submitted to your committee.
SB 218 would require county election officers to assign a registered voter whose residence
is a physical location for which there is no corresponding mailing address, to the voting precinct
in which such voter’s residence is located.
The Kansas Secretary of State indicates SB 218 would not have fiscal effect on the
agency’s operations. The agency also provides that county election officials currently assign
voters to the precinct that contains the voter’s physical place of residence, regardless of mailing
address. Any fiscal effect associated with SB 218 is not reflected in The FY 2024 Governor’s
Budget Report.
The Kansas Association of Counties indicates SB 218 could have a fiscal effect on the
counties if there is significant time cost to assign a physical address; however, the Association is
unable to estimate the fiscal effect.

Sincerely,

Adam Proffitt
Director of the Budget
