Dear Senator Baumgardner:
SUBJECT: Fiscal Note for SB 145 by Senate Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning SB 145 is
respectfully submitted to your committee.
SB 145 would add “any professional employee who is required to hold a certificate to teach
in any school district” to current law regarding teacher contract law. The bill would require these
positions due process procedures when non-renewing or terminating certain contracts. The bill
would specify nine reasons the State Board of Education may non-renew or revoke a license,
including being convicted of similar crimes in other states or by the federal government, or being
entered into a criminal diversion agreement.
The Department of Education indicates that the enactment of SB 145 would have a
negligible fiscal effect for the agency as well as for school districts.
