Dear Senator McGinn:
SUBJECT: Fiscal Note for SB 150 by Senate Committee on Ways and Means
In accordance with KSA 75-3715a, the following fiscal note concerning SB 150 is
respectfully submitted to your committee.
SB 150 would authorize the Department of Administration’s Division of Printing to print
for local governments, schools, and postsecondary educational institutions.
The Department of Administration estimates additional revenue of $45,000 from sales to
local governments and schools in FY 2024 if the bill is enacted. The Board of Regents states it is
possible that enactment of the bill could result in savings for postsecondary educational institutions
whose printing is currently more expensive than the Division of Printing; however, the Board
cannot estimate a fiscal effect. Any fiscal effect associated with SB 150 is not reflected in The FY
2024 Governor’s Budget Report.
The Kansas State Department of Education states because of turnaround time and cost, it
is not likely that many school districts would utilize printing services from the Division of Printing.
Both the League of Kansas Municipalities and the Kansas Association of Counties state
the bill’s enactment could have a fiscal effect on local governments that utilize printing services
from the Division of Printing; however, any fiscal effect would be negligible.
