SUBJECT: Fiscal Note for HB 2145 by Representative Blew
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2145 is
respectfully submitted to your committee.
HB 2145 would require a city that has extraterritorial zoning regulations or subdivision
regulations to consider territory outside the corporate limits of the city part of the city for purposes
of all city elections. Qualified electors living within the territory outside the corporate limits of
the city would be considered qualified electors of the city. The voting area for any member of the
city governing body would include the territory subject to extraterritorial zoning regulations or
subdivision regulations. If the governing body members are elected by district, at least one district
would include the territory outside the corporate limits of the city.
The Secretary of State indicates it would use existing resources to provide training and
update manuals for county election officials; update the agency’s website; update public
documents and information; and work with media, political parties, candidates, and the public to
ensure knowledge of the updated eligibility requirements for voting for municipal offices. Any
fiscal effect associated with HB 2145 is not reflected in The FY 2024 Governor’s Budget Report.
The Kansas Association of Counties and the League of Kansas Municipalities indicate HB
2145 would not have a fiscal effect.
