Dear Senator Baumgardner:
SUBJECT: Fiscal Note for SB 84 by Senate Committee on Education
In accordance with KSA 75-3715a, the following fiscal note concerning SB 84 is
respectfully submitted to your committee.
Under current law, the Kansas Board of Regents distributes an incentive payment to each
community college and technical college totaling $500 for each individual who has received a
general educational development (GED) credential; and $170 for each individual enrolled in an
eligible career technical education program who is also pursuing a GED. SB 84 would amend
these requirements to include a high school equivalency credential.
The Kansas Board of Regents indicates the enactment of SB 84 would have a negligible
fiscal effect for incentive payments made to community colleges and technical colleges. The
Division of the Budget notes any additional incentive payments would be made from balances
available in the Postsecondary Education Performance-based Incentives Fund which historically
has received transfers from the State General Fund. Any fiscal effect associated with SB 84 is not
reflected in The FY 2024 Governor’s Budget Report.
