SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2131
As Amended by Senate Committee on Judiciary

Brief*
HB 2131, as amended, would provide that the mission of
the Kansas Judicial Council (Council) is to study the
administration of justice in Kansas and make
recommendations for improvements therefor.
[Note: Currently, the statute provides that it shall be the
continuous duty of the Council to survey and study the judicial
branch of the state and recommend improvements in the
administration of justice.]
The bill would be in effect upon publication in the
Kansas Register.

Background
The bill was introduced by the House Committee on
Judiciary at the request of a representative of the Council.

House Committee on Judiciary
In the House Committee hearing on February 1, 2023, a
representative of the Council testified as a proponent, stating
the bill would amend language in the first sentence of the
statute to more accurately reflect the Council’s current
mission and purpose by replacing the duty to study the
judicial branch with the overall study of the judicial process.
No other testimony was provided.

Senate Committee on Judiciary
In the Senate Committee hearing on March 13, 2023, a
representative of the Council testified as a proponent, stating
that the bill would not make any changes to current Council
operations and the change would more accurately reflect the
current operations and mission of the Council. No other
testimony was provided.
The Senate Committee amended the bill to make it
effective upon publication in the Kansas Register.

Fiscal Information
According to the fiscal note prepared by the Division of
the Budget on the bill, as introduced, the Council indicates
enactment of the bill would not have a fiscal effect on agency
operations.
