Dear Representative Proctor:
SUBJECT: Fiscal Note for HB 2119 by House Committee on Elections
In accordance with KSA 75-3715a, the following fiscal note concerning HB 2119 is
respectfully submitted to your committee.
HB 2119 would require the county chairperson to provide the county election officer with
the name, address, email address, and phone numbers of persons who are appointed to the office
of precinct committeeman or committeewoman. If a precinct committeeperson is elected as a
write-in candidate, the county clerk would request from the appropriate county chairperson the
contact information of the precinct committeeperson elected. Each precinct committeeperson
would report changes to their information to the county election officer no later than 10 days after
such change.
The Kansas Secretary of State indicates that HB 2119 would not have a fiscal effect on its
operations. The Kansas Association of Counties indicates the protection of the personal
information required to be gathered under the bill would be provided within counties’ cyber
security budget.
