SUBJECT: Fiscal Note for SB 76 by Senate Committee on Financial Institutions and
Insurance
In accordance with KSA 75-3715a, the following fiscal note concerning SB 76 is
respectfully submitted to your committee.
Under current law, certain insurance agents are required to take continuing education
courses to retain their license. SB 76 would no longer require some continuing education courses.
The bill would also exempt insurance agents and public adjusters from continuing education
courses if certain criteria are met that are detailed in the bill.
The Kansas Insurance Department states that it would be required to manually process up
to 7,300 files that would be exempt from continuing education in order for an agent to renew a
license. The Department would require 1.00 new FTE position at a cost of $54,000 from its fee
funds to accommodate the exemptions in the bill. Any fiscal effect associated with SB 76 is not
reflected in The FY 2024 Governor’s Budget Report.
